I had a Sim route to a sink on a different floor and on the other end of the house, rather than using the dishwasher that was right next to him.
I've also noticed that Sims tend to use the sink for just one dish, but if there are a bunch of dishes to clean at once - then they'll use the dishwasher.

I think will test that when I get a couple plates and return when I get the results. I'm used to The Sims 3 so I'm more familiar with how dishwashers work in that game. I recall that in TS3, Sims used the dishwasher even if there's only one plate/bowl, I guess that might be changed in TS4.
Edit: I did get three plates to be cleaned and they used the dishwasher. However, the Sim usually only cleans their own dishes after eating (meaning they'll mostly use the sink) so they won't attempt clean the other dishes unless you tell them to.
A workaround for me was to place the sink in the inventory or position the dishwasher closer to the dining table. However, Simmers reported that the Sims will attempt to use other sinks.
