It can be touching anywhere along the length of the stair. Fence along the top of the stair for instance. But mostly where I noticed it was with a wall at the bottom or the stair or along or perpendicular to the stair slope. Anywhere any part of the stair is touched by a fence or wall.
What I see in your pic is a freestanding stair with no walls touching it except at the back/top on that floor. What does the floor above look like in that location? Is the top of the stair enclosed by walls or fences around the opening? Your pic only shows the stair from below.
I like to build multiple floors and I tend to stack stairs most of the time and use fences that match the railings. And what I found was that the stair railings reappeared when I got rid of the fences. But imo, it looks better with the fences in place, so I just live with the invisible stair railings until it gets fixed. Once it does get fixed, the railings will show again.
But while I was testing, I noticed something that leads me to believe that what is going on is that the wrong section of the stair railing is being hidden. If you use the GTW mesh fence that's used in the police station, you can see the stair railing inside the fence but for the rest of the stair without the mesh fence, it's invisible where it should be showing. So, what I think is that the reverse of what was intended for the railings to do is happening. But that doesn't really explain what is going on when a wall or fence is butted up perpendicular to the stair. Not sure by any means and that's just a guess really.
