- Stair Railings no longer disappear when one tile is placed next to a one tile room.
Fixed in Patch 1.108.289/1.94

@JanuaryGarnet08 I'm not using a wall halfway up the stairs as you described, but in case it's related in some aspect, I'm adding the issue I'm seeing in my game to this thread/report. I made a stacked stairway, which requires MOO to be active to add the second staircase, but it does function properly for Sims to use when placed. In this case, as you can see the railings place and show properly on both staircases. However, if I add either a half-wall or fencing on the open side of the staircase, the rails disappear. If I delete the half-wall or fencing, the rails re-appear.
However, the fact that a stairway was under it (stacked) seems to make no difference, because if I deleted the second stairway, I got the same result when adding a half-wall of rail/fencing next to the stairway:
I'm on Mac, fully updated, all packs, no Mods or CC.
I really hope this will be fixed before the new Rental pack is released, it's really going to affect it. I've given up on railings for now, I just get a Newell post and that's it.
