[FIXED] Thought bubbles from sims not on active lot

I have this in Alto Apartments. I was wondering if it meant the apartment has literal bugs? I've played other apartments quite a bit and have never seen the tiny thought bubbles before.

Nope. I am living in a different Apartment and I see the thoughts bubble through walls too. 

And my Sim was living in a house before this and it happened. However, it was less noticeable because the house was by itself and the Sim walking pass by were just further away.

Apartments are just more noticeable to see the thoughts bubbles because there are more Sims passing by AND you are looking from a top down view. 

I have always had this since I first bought the game.  I thought it was the spirits moving through the walls

I have had this issue for ages. I did have a period when it wasn't so noticeable. I have just got used to it. So if anyone finds a solution. I would love to know what it is.

How often does the bug occur? Often (50% - 99%)

What is your current game version number? 1.97.2.2300

What expansions, game packs, and stuff packs do you have installed? All content installed.

Steps: How can we find the bug ourselves? It happens randomly wherever there are paths. You may be able to see them from a house or from an area say on the other side of a hill for example. Taking a walk through the Jungle or riding in the Chestnut Ridge hills. Or in an area with apartments. In Tartosa too in the higher areas near the winding paths.

What happens when the bug occurs? I can see floating thought bubbles from unrelated Sims or even stray animals. So for example, in the Jungle I can see the food bowl thought bubble from a stray from a lower level if I'm heading up to the museum area. But I can't always see where they originated from as it's a quick flicker.

What do you expect to see? I don't expect them to travel as far or go through solid objects in this way. I'm not always sure if they are not even disembodied so not from a Sim or animal.

Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.

Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure.

I actually didn't realise this was a bug, just an annoyance. I've tried to grab an image but it's difficult to catch them as it's a millisecond or two then it appears further away. I've got some problems with grip due to RSI and even pausing the game fast enough to try and catch them is a bit of an issue for me currently. I was in Brindleton Bay in Hindquarter Hideaway last week and they kept popping up through the trees and hedges but I couldn't see the animals they came from, I just kept seeing the food bowl thought bubble which I found really sad. I tried to rescue the hungry animal but couldn't find one.

I posted about this bubble bug see through walls and floors from other walkby sims a year ago when HR first came out. In my game it started with the HR patch. never noticed such thing before. Glad the annoying bug finally made it on the "Laundry-list."
