Hey, thanks so much @sansorganes for this bit of information about the Top Notch/Happy Toddler trait being a hidden trait. I have been having this issue with my toddlers not getting their special traits as well. I tried cheating after aging up but that did not work for me. I tried the cheat traits.equip_trait_top_notch_toddler_hidden verbatim and it worked. I saved before I aged up my toddler so I will try adding traits.equip_trait_happy_toddler_hidden and see if that works as well. I believe if you have your toddler with all skills maxed level you get both traits. It makes no sense to have to do it, but until it is fixed in the next patch "PLEASE Sims 4 Team Developers" hopefully this is a good workaround.
***Update: So I also tried to add the happy toddler hidden trait but that did not get added when aging up. I just would like the game to function as it originally did before the HS update which appears to have broken this toddler detail. I hope this helps another simmer looking for answers and not wanting to play their saved game because they don't want to age up their toddlers without their functioning traits. Happy simming.***
***Another update: So I was so happy the cheat worked with my one sim toddler I tried to age up her sister a few days later (in game). So far no luck in entering the cheat the same as before with it working. I have tried a combination of ways but I cannot get the cheat to work for me again. Even thought it should work, I have tried it in different save files with different saved families who need to be aged up and that have all their skills maxed out but no success. Has anyone else had any workaround for this until it is patched... (sigh)***
