i've seen this from before C&D, but not as bad as you because it's not every Sim. i've noticed it's the same few ones who always use a hostile/angry greeting. they do choose different Sims to be unnecessarily rude to every time (they've picked my active Sims, too) but as far as i have seen, it's always those same few ones who start it. i had assumed it had to do with their traits.
like you, i've also noticed that their mood is never negative to begin with, and that it doesn't matter what the relationship level with the other Sims is--the conversation never ends well. :P

I believe I see this in all neighbourhoods from every sim stopping to chat. It's not a bad conversation - after they do the scowling face as they both stop walking, they immediately do a normal happy wave greeting with smiles and chat in a pleasant conversation. I'm not experiencing bad conversations, fights or anything like that - It's only the initial pre-greeting that is always hostile scowling face.
i've also seen it in all neighbourhoods. it's true that not *all* of them end badly, haha.
but i *have* seen interactions that result in seemingly opposite actions/reactions often (for example, a rejected snuggle follows up with the animation/positive reaction that's used for when it's accepted) so this could be more of that? with the initial scowling, then sometimes insult/yell at/whatever (at least in my case), then happy wave/chat/tell jokes/take picture together as if nothing happened? confusing. 😛
