No, it's more like there's an additional hostile animation they do unnecessarily before the actual greeting. I'll try and video it.

Here's the video example:
Whenever two walkby NPCs meet on the street and want to chat, they will perform a hostile, angry faces at each other, animation.
It happens regardless of whatever mood they are in - happy, stressed, angry, etc. It doesn't matter. In the case of the two teens in the video, they are both in a fine or happy mood. But when they stop to chat, they initially do the angry faces at each other, then perform an actual greeting, which is a pleasant wave and then go on to have an appropriately pleasant conversation considering their moods.
This happens to every pair of NPCs that autonomously stop to chat on the street, 100%.

Here's the link to a saved game where I tested this.
I basically started a completely fresh new game with no mods enabled, downloaded a sim from the gallery (Scrubs De Reve from the MaxisCreator account), placed him in a house in Oasis Springs and then waited 10 seconds and watched as the first townies that walked past the house - Dominic Fyres and Jacques Villareal met each other with a hostile animation, just as depicted in the picture and video, despite them being in what looked like a normal or sad mood and saved the game mid-animation.
I have all expansion packs, some stuff packs and all game packs except for Vampires installed (listed in the bug report first post).
