Fixed in Patch 1.48.90 .. at least I believe this is what this patch note is referring to
This is happening in my game as well. I'm not sure when it started, but it's been going on for quite awhile. It happens in all neighborhoods and sometimes even between household members. They are never hostile towards each other afterward, just start up a normal conversation and in the case of household members or friends meeting in the neighborhood, they'll even hug after doing the hostile animation and then chat normally. This even happened between my Patchy and Grim when one of my Sims passed away from old age on their home lot.
I have a completely vanilla game, no mods, no CC, ever. I have all EPs, except Cats & Dogs and Get Famous, all GPs, except Jungle Adventure and all SPs, except Kids, Toddlers, Bowling, Fitness and MFP.
As a sidenote, this was happening when I was playing on my old 10 year old notebook laptop that finally gave up the ghost in August and also on my new gaming desktop I've had since September of this year.
