I can confirm this too, but I actually appreciate this bug to a degree. When I take pictures of an area I've designed that includes a TV, I really prefer to take pictures with the TV on, but with the way it worked before, I had to have a sim standing there, actively watching the TV, in order to do that (when I didn't want the sim in the picture). I actually prefer the behavior now, and you can still easily click on the TV to turn it off if you want it off. Wasn't this how it worked in TS3 also?
