I like to add that it's also bowling glove,leggings, nickles, earrings ,glasses

Do you have any mods or CC (custom content)? Try taking that out.

do you see this issue anywhere else besides festivals ? I can duplicate this for festivals but they are all normal otherwise

I haven't seen the helmet thing yet, but sometimes when I go to the romance festival, the townie men showing up at the start aren't wearing pants.

@crinrict the bottom pictures from Foundry Cove . 

Could you take that Sim to CAS and check if it's their actual outfit or maybe just a Sim that didn't change out of festival 'gear'

@crinrict I checked few of these space/knight helmet very odd dressed sims and not one are wearing any of the gears/outfits in cas . so, not sure what going on then

@crinrict  i was going to add, no. not all of them are Vampires . it seems to infect new homeless sims more then townies (like goth's) unless going to a festival then everyone gets hit ..

but have seen a sim oddly dress and return few mins later wearing totally different odd-wear
