Lol...I'm sorry, but this bug is hilarious. It's bad and it needs to get fixed, but threads about it make me laugh every time.
Maybe I'm just lucky, since this doesn't happen in my game at the moment. I have a vanity and four children in the current household and I've never once seen any of them use it - at the actual vanity or elsewhere. All four kids are vampires, though. I don't know if that makes a difference. I've been keeping an eye out for any of the children to be running around with random makeup on but I've never seen it.

I just tested it for several in-game hours and the issue seems to be fixed :eahigh_file:
Since I've seen a few reports over at the officials that it's not completely fixed, I'm reopening this
My child sims are still autonomously applying makeup while sitting at non-vanity tables and desks
