This keeps happening to me too, after traveling, opening the game, or playing another household. So annoying! Keep me posted, if anyone figures out a way to work around this.
@sapphysketch Hi! I think the only workaround is to disable the wants/fears toggle again. I've been doing that every time they show up, although it's kind of annoying and I really want this to be fixed. Just go into settings, click the check to enable them and click apply. Then uncheck to disable them and click apply again. The wants/fears bubbles should disappear right away. There have been a few times when they got stuck on one sim in the household. I've found that if I exit the game and then follow the steps again when I restart the game, they disappear. Again, it's really annoying but this is the only way I know to prevent the wants/fears (especially the fears) from ruining my game. Hope this helps!
