Okay, so I just finished up some testing.
I first had 2 children working on homework separately in the same room. One finished and they both reset.
I then had the same 2 children work on homework separately in different rooms. One finished and only the one that finished reset.
I then took 4 children. I paired them into 2 groups of 2 and each pair literally formed a group and "worked on homework together" as in, with the group. All 4 of them were in the same room. One finished and only the 2 children in that group reset. The other group of 2 continued working on homework, even though they were in the same room.
I then had the same 4 children work on homework in their 2 groups but in different rooms. Each group worked in a different room, but both members of the same group were in the same room. One finished and only the 2 children in that group reset.
So it seems that, for me, they must be in the same room to be reset. If there are groups, only those in the child's group are reset. If there aren't groups, everyone in that room is reset. The overall rule is that they have to be in the same room though.
A simplified summary would be... (The Child is the child that finishes their homework).
If There Are Groups: Sims in the same group and same room as The Child reset.
If There Are Not Groups: Sims in the same room as The Child reset.
Mine is the exact same as @Koalagirll It resets only sims that are doing something together (like child working on homework, teen talking to him... those two will reset when he completes homework). Anyone involved with a current action while a child is doing homework also, they will be reset on completion of homework.
And it's not always a certain sim. I have 6 child age children in my home. We'll number them 1-6. So it's not always sims 1,3, 6 that causes the reset. Sometimes sims 1,3, and 6 can complete their homework fine, no resets.... sometimes not. I haven't found anything that is commonly done or around when they reset except when they are multitasking something or with someone. But, they do reset sometimes when they are alone doing their homework.
It doesn't effect teens. My teens can complete homework (and multitask) no problems.

I didn't know if I should start a new thread or add it to this one, since it's the same issue just different actions.
When my sim mom is reading to her child, when she gets to the end of that reading session (1st action to read to child) they will stand up, drop the book, and reset just the same as the do when they complete homework.
Since this only happens when my sim reads to her child and the child does it upon completion of homework as well, they are tied somehow together. If you need a video to know what I mean or to help in any way, let me know. I can post one.

I had no issue with reading to but I think they've always used the table.

Same issue. However it seems that it happens if a sim reads a book in bed too.
I had 4 sims sitting in 2 single beds close to each other. 2 of them were kids doing homework, 2 of them were eating. When one of the kids finished his homework, they all reset. Their homework and dishes were thrown on the floor. Replicating the issue is not a problem since it happens way too often, it's as simple as making a kid do his homework or read a book in bed.
No mods, no CC and a fresh install with all SPs, GPs and EPs.
