Steps: How can we find the bug ourselves? Happens when moving a new household onto a lot. Also seems to happen over time while playing a household.
What happens when the bug occurs? Cannot use dpad to raise/lower walls, or to change floor level.
What do you expect to see? I expect the dpad to work.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.

Please describe the patch or change you made. I've only had this bug happen since the latest update.
Since the latest patch adding new hair colors I get this bug everytime I play the game. It occurs when moving in a new household, and also randomly while playing the game. Clearing the reserved save data works temporarily to fix the issue, but it does come back in a short period of time. The game has become unplayable, it happens everytime, without fail.
