I assume by rezoning it you mean change the lot type? I changed it to just a residential lot, then switched back and relabeled all of the units. This fixed the "replace previous unit lot" bug, but that specific lot is still inaccessible from manage worlds.
If I save and replace on a new lot, it does the same thing.
On the original lot, I could not build another unit to test it, as I'm having the "replace previous unit lot" bug as well. On the new lot, adding a new unit did not fix the issue.
I have not had this issue with other rentals, but I also don't play with rentals frequently, so I'm uncertain if it is localized issue.

@kittypride I meant more trying to set the unit borders differently.
