There were 2 game updates released today, you should currently be on version 1.108.318.1020.
Please ensure your game is fully patched, and let me know if the issue persists.

Hello, @EA_Solaire, thanks for the fast answer! My game is in the current version: 1.108.335.1020 DX11
I can't purchase cows and the problem got worse. I did a workaround that failed which was to buy another animal shed, purchase a cow in it and then send it to the other animal shed which I couldn't buy animals to, I'll call this one the "old shed".
The result was really problematic:
1. at first everything went ok and the cow started living in the old shed;
2. when I changed to another household and came back to the cow's owner household, the cow was no longer owned by any household.
3. I couldn't sell the cow (Trade it) or remove it, so I put the animal shed ("old shed") in my inventory, and the cow also went into the household inventory
4. I tried to put the old shed back into the lot and then assigned the cow which was into the household inventory, so my sim used the Assign Animal interaction.
5. the cow was assigned but became invisible. I could call it out and Trade it. But it was still in my household inventory
6. I sold the old shed and the cow is now stuck in my household inventory, so:
7. now I also got the bug: https://answers.ea.com/t5/Bug-Reports/OPEN-CoL-LLama-Cow-placed-into-household-inventory-can-t-be/m-p/10534080#M191205
The steps 1 and 2 also happen to chickens.
I got a save file with the bug in the link of my Sims 4 "save cloud" (my "Electronic Arts\The Sims 4" folder) which is in the link I sent to The Sims Direct. The save file is Slot_00000013.save, but you can see my entire The Sims 4 folder.
I also tried to put the animal shed inside a non-shared space in the residential rental but it did nothing.

I went back in time (restored a save) and I now have another save file with the problematic animal shed (the "old one") which you can use to reproduce the bug with the steps I provided. Its the save slot: Slot_00000015.save/Slot_00000015.save.ver0

it's the Olde Mill Hill lot, you can't add cows because the shed loses ownership after household rotation, but if you add one, even with DEBUG interactions, it'll be stuck in the lot, with no owner, and if you sell the shed, it'll be stuck in your family inventory forever.
