This 'exploit' goes both ways in that the tenant can improve the shared space, and expand their living space into shared areas, which also requires them to pay for those renovations. Given that a landlord can't modify a tenant's space, and that modifying the lot from manage worlds can cause save corruption, I view this as a work around to let us actually modify the lot, either as the landlord or as the tenant.
