[FR] Panya Li can't be asked to be romantic partner/move in

Which language are you playing the game in? English
How often does the bug occur? all the time
What is your current game version number? v1.110.311
What expansions, game packs, and stuff packs do you have installed? I have all game packs, I don't have Lovestruck & Life and Death, and I don't have many kits & stuff packs.
Steps: How can we find the bug ourselves? Get full romance bar with Panya NPC and then try to ask him to be romantic partners
What happens when the bug occurs? Ask to be Romantic Partners does not show under Relationship or Romance interactions.
What do you expect to see? option under Relationship: "Ask to be Romantic Partners"
Have you installed any customization with the game, e.g. Custom Content or Mods? bug tested without mods and CCs
Did this issue appear after a specific patch or change you made to your system? I am not sure, but by internet search it might have started after Lovestruck patch.

My Sim and Panya NPC are soulmates and everything is great (my sim fits all his preferences and boundaries), but I do not have an option to ask him to be my sim's romantic partner. I asked him to be a woohoo partner, but he refused and I am assuming that is the reason I don't have that option available anymore as well.
I found this reddit thread where few other people have the same issue with this particular sim.
I tested this bug without mods.
Anything that can be done?

I bought Lovestruck DLC and started brand new game. This time Panya asked my sim to be romantic partners and she said yes. The action did not count toward the "have romantic partner" task in Love aspirations, the only thing different in the relationship panel is that now they have that heart about relationship satisfaction, they are "Lovebirds", and no other mention that they are exclusive in any way. The only option my sim have rn under the change relationship interaction is : "Ask to just be friends".
