[FR] Residential Rentals option only showing in some worlds

How often does the bug occur? Occasionally (10% - 49%)
What is your current game version number? N/A
What expansions, game packs, and stuff packs do you have installed? All installed
Steps: How can we find the bug ourselves? I am trying to enable a residential apartment in other neighborhoods
What happens when the bug occurs? There is not an option in all neighborhoods even though it was promised when I bought it
What do you expect to see? I expect an option to have residential apartments in all neighborhoods
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

The for rent expansion was promised to allow residential rentals in all neighborhoods but only allows in 3. Please fix this. 

That's also happening to me!! Please tell me you fixed!!

I had the same problem, but deleting the mods folder, repairing the game and starting a new save, solved it. 

Do any of you have the duplicate world issue ? Like where a certain map shows up twice on the map ?

Same here - can not build/ put rental lot types outside of Tomarang (do not have all packs).

Still no fix for this issue?

That is a huge downer since that was the only reason I paid for this game.

I am having same issue. After massive work to fix restaurants and testing some workarounds none of those affect the RENTAL issue.
I have removed mods..cache.. renamed.. nope.
I cannot build rental anywhere but new zone.
I have new game clean
New game with mods.. nope.

Having spent hours doing some testing I have had repeatable success on a few painful fixes that work for me ( I can only say me at this time )
For Brand New Game that has been cleaned you have to ensure the tray files are also empty.
By cleaned I mean zero mods, cache, tray and repair.
You can then get functioning rentals ( the service NPCs workaround is still in affect for FAME )
( I had done this yesterday, and still no luck.. I blame ME in maybe missing a file? But whatever it does work now ) HOWEVER.. this could be skewed by one other change since yesterday. I added Wedding Stories. The only world I did not own when For Rent was added. EXACT things I did today that fixed it;
I removed all mods again.
I removed all tray, cache, saves
I ran a repair
I restarted my PC
Started a new game with new sim. All was good.
Then I verified all my major game affecting mods were totally up to date.
McCommand, Basemental ( which has a new venue list out and I feel that is very important!!! ) 
 The now out of date will for sure not work.
If you use these types...
AWE all good
AEP all good
Red Apple Net all good
McCommand and all optionals = all good.
WW and the club option are fine. 
I have now on the functioning game added all mods, saves, trays back.. and it's working fine. Saves recovered also other than having to recheck options for things under basemental and mccommand. ( I did not add their previous chosen settings back in ) 
I have no idea if simply once again cleaning then restarting machine then starting a game and adding back things after that helped..or if it's tied to having the worlds... but this fixed it for me.
Other than the service NPC issue. I am still using the FAME workaround there.
