[FR] Water Heater & Fuse box not coming back after paying bill late

What expansions, game packs, and stuff packs do you have installed? All of them
Steps: How can we find the bug ourselves? Wait for the bills to become overdue and the electricity to be cut off. After paying the bills water heater (and the fuse box) won't return to the working state showing status as: no power utility. It also happens when Water Conservation NAP is in place - after day without water heater won't work correctly.
What happens when the bug occurs? Unable to use shower/bathtub with hot water, can't maintain the water heater to fix it.
What do you expect to see? Working water heater and fuse box.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? No
My sim is a property owner. Both heater and fuse box are in her apartment. I'm fed up with having to go into build mode each time to replace them (lag is getting out of hand here). Any ideas?
