Game Cheats not working once in live mode.

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.107.112.1030
What expansions, game packs, and stuff packs do you have installed? A lot. Every expansion pack, some game packs, some stuff packs, some kits.
Steps: How can we find the bug ourselves? use the cheat bar, type in "testingcheats true" then "careers.promote *career*" and successfully promote your sim and they will show they are working at the wrong hours on the bar at the bottom.
What happens when the bug occurs? the sim gets promoted, but they show they are at work the at the previous career level hours. toddlers and infants aged up to children in cas using "cas.fulleditmode" constantly get toddler and infant quirk notifications.
What do you expect to see? I expect my promoted sims to not show at work until the correct hours. I expect children to not receive notifications' about them being toddlers or infants.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Basic cheats not working in game!

Here are a few examples. I open the cheat bar, type 'testingcheats true' then 'careers.promote *career*' and it shows the sim being promoted and it comes up in their career tab, however in game it still shows them "at work" at their lower level they were at before I used the cheat. Like, my current sim is in business. He was level 1 and I promoted him to Level 5, it says he doesn't work until 3pm and he's at home, but on the bar at the bottom, it shows he's "at work" which was the hours of his previous position!

Another example, when you put in the cas.fulleditmode and you age up a infant or toddler to a child, the child keeps getting "toddler quirks" notifications. 

I do not use any external mods or cheats for the game.
