[GF] CAS/travel setting neutral reputations to almost "Bad"

Still having this issue; just a heads up.  Not sure how to fix it without cheating all my sim reputations to "good".

@Sharkette126 I don't have a solution for you. I double checked mine and it's working fine so no idea what's going on in your game.

Anyways as this is the bug forum, that is often the case anyways and you'll just need to wait for EA to fix it or someone to find a cause/solution.
