I haven't seen this happen to my played sims, mostly because I typically zoom out and use the Travel option to send my sims home, but I do constantly see other sims reset at the bottom of the stairs at The Solar Flair in Oasis Springs. They do that annoying little T pose thing that I unfortunately see a little too often in this game, then once the AI sorts itself out they seem to leave. I'm sure that if I had my sims use that home button I would see the exact same thing you are, because what you're describing sounds exactly like what I'm seeing with the NPCs.
I also play on Xbox by the way, though the only pack I have is the Kids Room stuff since it was free with Game Pass at one point. Unfortunately with so little content available to me I can't test other lots of those types, and I've only ever seen it happen on that one specific lot. I also don't remember this happening in the past, so I also have to assume that an update caused this though as with you I have no idea which one.
