Have you tried repairing your game since the update? I just checked in a mod/cc free save and I still see gourmet cooking when checking with a sim who has cooking skill that is higher than 5.

I actually repaired it twice.
Interestingly enough; on a whim this morning, I tried this: I was able to add a random townie to my family, maxed out their skills through the stats.set_skill cheat, and THEY had the option and were able to gourmet cook.
But the sims already in my family could not.
Weird.
