[GRO] [CD] Dog Friendly lot trait does not work for rec centers

How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? too many to list
Steps: How can we find the bug ourselves? add the Dog Friendly lot trait to the rec center in San Sequioa
What happens when the bug occurs? no dogs owners with their dogs spawn
What do you expect to see? dog owners to spawn with their dogs
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. since rec centers are a new lot type this is of course a new issue that I encountered after installing GRO

I did not test the other CD lot traits, but I don't expect them to work either.

I'm a little disappointed with the rec center lot type being so weird. Like there are almost never kids (let alone toddlers and infants), the NPCs spawn in weird shifts and leave all at once and then I added a dog parcours and was not even able to have dogs on the lot.
