I'm also encountering this issue. It's frustrating to see Mom abandoning baby Irene in the nursery like that. I've never used mods in this save either, but it seems like there might be some glitch affecting the interactions between Mom and Irene. I've tried similar things like getting them into the open hallway or a small room without a door, but it still doesn't work reliably. Hopefully, there's a solution or a patch for this soon.
