EA StaffSerums are not 100% effective! And if they fail, your sim can fall asleep after drinking it 🙂
Successfully cloned Serums should behave exactly the same as the original one. So this is the intended behaviour. :D

But if the serum was successful then the cloned one should work as the original right?

Yes, it should have the same failure ratio. But I don't think it should fail all the time.
