[GTW] Retail: Buying an outfit with nails don't appear on sim

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.110.311
What expansions, game packs, and stuff packs do you have installed? ALL DLC
Steps: How can we find the bug ourselves? Have a sim purchase an outfit from a mannequin that has nails on it
What happens when the bug occurs? The sim will buy the outfit, but the nails do not transfer
What do you expect to see? Nails to come with the outfit 
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

The mannequin has nails but the sim who bought and is wearing the outfit does not
