[GTW] Suspect isn't showing up at police department after arrest

Steps: How can we find the bug ourselves? Arrest a suspect, return to police station
What happens when the bug occurs? Suspect does not appear and therefore cannot complete cases
What do you expect to see? I arrest the suspect, they appear in the holding cell, I'm able to process & interrogate them
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
Just trying to complete gen 8 of not so berry, so I'm playing through the detective career, can't seem to complete some of the parts of the workday due to this bug. I don't know if it's relevant but my sim did jumpstart her way to this position through the Valedictorian trait.
