@T0RN_x Bit unsure why you added Eco so I removed it. Off-Grid is base game. If you added it for another reason, let me know :D
How have you tried to the phone or other means ? Do you not have the option or does it fail

I have added ECO because I can generate electricity from the wind turbines and solar panels and use the computer with it. Also on the sleeping place of the horse I can not save/adopt a horse. On the cell phone it goes, however I think one should, if one Storm has (By Eco, as far as I know) also over it horses rescue/adopt can. I also have some pictures here, but unfortunately it's in German, only you understand German xD

Can you adopt them through the equestrian center? Yes, I can! However, without the equestrian center, that would also be good to be able to rescue/adopt horses with abseitees of the network anyway ^^
Can you buy goats/sheep? Yes, i can! ^^
