Is your sim, by any chance, living on a residential rental property? If so, horses might not be allowed.

    @amjoie No, my sims were living at an off-the-grid lot in Henford!

      @Genuia I merged your post with the bug report.

      Seems for horses there's two issues

      - Computer options greyed out despite having electricity
      - Phone option not doing anything.
