I noticed this too! Even if I keep changing the outfit back, they still keep putting the swimwear back on.
The thing about this place is that it has a swimmable spot. The only low-water crossing I know that doesn't make sims change clothing is the one in Glimmerbrook, and it is the only one with it that also doesn't include a swimmable area in the same neighborhood.
Not to mention back to the days when Island Living patch was released and the game accidentally allowed sims to wade in waters they weren't supposed to (it's now patched out), sims didn't change their outfit when they went into the water, suggesting to me that it lies in some sort of neighborhood settings.
So, the most annoying part is that they can either keep it or have sims swim in their everyday clothing. I hope another solution is found.

Is this intentional? Or an actual bug? All I know is it really BUGS ME that my supposedly smarter sims put on swimwear in freezing weather. Very irritating world building choice.

Interesting question... It's difficult to say what it is exactly.
There are 4 options that could be done there I'm guessing:
- Code in some nodes or something that lets the game know that sims shouldn't put on their swimwear when going there.
- Have sims swim in everyday outfits in that neighborhood.
- Remove the water there or something.
- Ignore the problem.
I hope that some way is found there. For now, I'm guessing have your sim ride a horse or bike there...
