Is your sim in either of the new part time careers that come with High School Years? I have noticed that the option to research business plan is under career for sims in either of those careers.
FYI, it unlocks with entrepreneur skill level 3:
My sim Everett isn't in either of the two new part time careers, so these are his options under 'career' on the computer:
Vs his daughter's options, she is in the Simfluencer career. I've also seen the same options for researching business plan for my sims in the other part time HSY career:
If that's by design, then the entrepreneurial skill seems pointless for anyone not in either of those two new part time careers. It seems to me that a sim should have those options whether or not they are in the career.
