[HSY] Can't ask caregiver to go out

What expansions, game packs, and stuff packs do you have installed? All besides one clothing kit
Steps: How can we find the bug ourselves? Have a teen sim born of two parents move in and be raised by new caregivers, when given the option to sneak out with friends try to ask caregivers
What happens when the bug occurs? No option to ask will appear unless asking biological parents, even if you don't live with or have relationships with them.
What do you expect to see? We should be able to ask caregivers to go out with friends.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? No
I think this was just an oversight in the making of high school years but it makes no sense. Sims should ask their primary caregiver to go out, it's weirder to call up your long lost mom and ask her.
