I have the exact same issue -- same travel prompt but with no selectable teen sims, so the dialog can't be confirmed and my teen can't go to prom. It's happened 3 times in 3 weeks so far (2 with ageing on, 1 with ageing off).
I tried the event with some living teens, with & without mods, on new saves and old, and they were fine. The only thing I can figure might be the cause is that the only sim this is happening to is a newly-created-in-CAS ghost teen. I've got the Life & Death pack but since CAS-created ghosts is now a base game feature, I'm not sure if that's relevant.
