I can confirm this is still an issue with version 1.107.151.1020 DX9
I just tested in mod/cc free game, all caches cleared. In my case my sim is not socially awkward so they simply had 2 "practice speech" options. The top one had a progress circle so I assume that's the one that's meant to be practice for the valedictorian speech.
The option for practicing for the graduation speech really needs to be named as such, otherwise its quite confusing and I assume if the sim doesn't practice they have a higher chance of failing in some fashion with an associated negative moodlet (so you want them to practice!).
