[IL] Mermaid can't pee in the ocean/No bladder failure

This is still a problem. Regular sims are still able to do this with a low bladder motive but mermaids can't even have bladder failures in the ocean, when they do they still get a tank on what should have been the hygiene meter (hydration). Please fix this!
