[IL] Mermaid ghosts created in CAS don’t default to mermaid grave

@Veemo8 I just tested this in my game and the only method I've found to replicate this is when making a mermaid ghost via CAS. During gameplay and having the Sim die the mermaid urn/tomb was generated. So it seems to only happen when making the mermaid a ghost in CAS.
