[IL] Mermaids can wear nails despite having no category

Theres actually a few more issues related to this upon further inspection 

1) Mermaids have toenails options (they don't do anything but regardless should not appear)

2) Not all the nail options are available despite them not having a category 

these are the ones misssing in red box for mermaids

and them having toenails available makes no sense

Steps: How can we find the bug ourselves? Go into CAS, select merfolk occult. go to body accessories.
What happens when the bug occurs? Fingernail option is missing
What do you expect to see? Fingernail option there with all the options available according to packs installed. Minimum expectation would be base game options.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Merfolk should have access to the fingernail category - presently they don't. This needs to be updated.
