I think that you have to wait for a Baby Turtle hatching event notice to appear. Then your sim can go to the event and see the baby turtles hatch.
It occurs the Monday after you first receive notification that baby hatching season has begun.
The Baby Turtle hatchin event isn't the problem, it's taking place regularly.
Grown sea turtles should be seen frequently swimming in the ocean in Sulani. But since the islands got fully restored, I haven't seen any turtles in the ocean where I used to see them before.

I just checked and couldn’t see any turtles either. It is fully restored.

I don't have any either on Xbox Series X. The water looks really strange without them swimming around. 🐢

I guess it isn't so by design.but a lot of players won't realize it.
I've come across this issue because a user in the German AHQ mentioned it. Otherwise I wouldn't have noticed it. It isn't anything game breaking and there are lots of other bugs that need being solved.
The only turtles I can spot are in Lani St.Taz (don't know if it is called Lani St.Taz in the English version of the game).
