I checked in my game and the turtles are there, however my game is not updated to the latest patches, I am currently still with 1.104.58.1030. The photo was taken from the Key Point lot (the island).
If this is a bug, it popped up with the latest patches, but I cannot check at the moment, because I don't want to update my game yet.
