This is a known issue. You need to have someone introduce the infant or have the infant smile at her.

Thank you so much! I just aged up a newborn to an infant in a household and NONE of the adults could introduce the infant to anyone so I couldn't interact or care for the infant at all. Then I came on here and saw your post, had the baby smile at one of the adults, and now they can interact. That tip was a lifesaver - thank you!
