A question to all those posting about this issue:
In my experience:
1. It happens with as little as just 2 units. For me the more units the worst the freeze and the lag. In my last playthrough with 3 units it was terribly laggy. It happens in Build mode and especially when working with things like walls, wall-paint, fences etc.
2. The default ones in the new Town, plus two [2] I had in other towns.
3. It happens with all Residential Lots. Normal Residential seems to be alright, though I do notice it's a little slower than usual. Residential Lots are definitely bugged and cause freeze/lag issues.
Update: Every lot type has lag/freezes when working with walls, wall-paint, recoloring, fences etc. The game needs to be patched ASAP.
