I've noticed this as well on Xbox Series X (all content installed). I wasn't sure if it was By Design or not. It does seem a bit odd though as I compared it with other pet socials.
My teen Sim lived alone with her Crow at first and was still getting very lonely despite them having a maxed relationship and socialising a lot. I tested on the Crow that lives in Mourningvale and it was the same. It was easy to increase friendship with them but didn't fill the social need.
I'd be interested to know if it's working as it should or if the crows are supposed to fill the social need. I know it's already a reported potential issue that they are not in the pets filter.

The interactions are correctly tagged as the type of social they are so I imagine they're meant to. And it's not a "bug", really, because the tuning literally just doesn't mention Social. So it's not "not working", they just...didn't tell it to work, lol.
