[LD] [GRO] Rebirth: Toddlers don't have milestones despite max skills

I'm having this issue as well. The problem is that the skill cheat doesn't work at the moment when trying to lower it (you can raise the skill but not lower it). So I can't use the workaround to get these milestones, resulting in not being able to get those milestones. Infants have every milestone but their firsts unlocked. Unfortunately, I can't unlock every milestone for toddlers (and I don't use mods nor have a desire to).
