UPDATE: The culprit is the "for rent" expansion pack. It's very unfortunate as I do enjoy the pack but something about having it installed (I suspect it may be the new rental lot type) it just breaks the game. I do hope that this issue gets fixed as I have lost a few lots due to the uninstall of the pack. It's frustrating and I recommend that the team look into the pack a bit deeper as I do not appear to be alone in this issue. I'm extremely disheartened by the sims teams lack of care on their new packs as of late.
I would honestly rather wait a few more weeks or months for a pack rather than have it earlier and riddled with issues. We fork out £35 apiece for these packs so I would like them to at least work and not break the game. Overall a very frustrating experience as I've been trying to sort this out all day. Trying to be fair but honestly for the price point the severe lack of care and attention put into the packs marketed feature is incredibly insulting.
Sorry for becoming ranty towards the end. If anyone else comes across this issue just delete the pack and you'll be fine.

@RandomUser0403I think it's adding to the size of the game and in particular I'm finding For Rent is generating a lot of new townie households. I'm constantly checking the number of townies in OH and culling over a dozen at a time. They can cause massive issues on console. Mine had almost doubled in size. But I like the pack so far. The patch prior to it's release caused even more issues than the pack itself did for me unfortunately.
But sadly that many library saves is known to cause problems and I keep a backup game save instead of filling the library. I went through it with Microsoft Support who also explained it to me as I started getting an error code. It was with only a few packs the first time it happened. With the whole game except Vampires now it runs better with a minimal library. I'd advise that rather than disabling a pack you've spent so much money on.
For example, with the library I recently tried making a room for each Eco Lifestyle fabricated furniture/decor/dyes/lighting colour so I could keep each one in my library and make instant fabricated homes. By the time I'd created each room in each shade and saved them in the library I had big problems. My library caused my game to lag and freeze up, loading screens were grinding. I cleared it and immediately my game performance improved. (Luckily I still have the items in my retail lots and can do them individually when I want my fab homes). I get an error code saying something about saved data not matching, or words to that effect when using the Library too much. When downloading from the Gallery I get an error code that wipes my saves and stops me making new saves until I wipe my entire game and start again. I upload to it though then at least I know my creations aren't lost entirely.
I firmly believe the library and indeed the Gallery is a problem on console and I hope the stability is looked into at some point because it's a useful resource. I've had these issues on 4 consoles.

With the rental lot problem you mentioned btw, try going to the lot first from manage worlds and bulldozing it. You might need to evict occupants first if it's not empty. Once it's bulldozed change it's lot type and then start again. That works for me. If it won't let you change the lot type still, you can try the cheat bb.enablefreebuild. If you haven't used that before it's safe to use without disabling Xbox Achievements as it doesn't require testingcheats to be entered first. To open the cheats menu hold down the bumpers and triggers together until the box pops up.

There is a known issue where worlds can corrupt if you put certain (rental) lots down but that hasn't affected all worlds so far (unless maybe if you put rental lots in all the worlds) and it usually doesn't' affect new saves but you do need to turn off the game in between loading.
