Okay thanks for your time. I might try deleting all of the overstuffed households and then testing the adoption. For the moment she's adopted a baby.

Thanks for the feedback.
Makes sense in a way as babies are objects and not technically Sims. So the game thought you have too many Sims and wouldn't let you adopt.
