[MOD RELATED] [S] Seasons Not Changing

How often does the bug occur? Every time (100%)
What expansions, game packs, and stuff packs do you have installed? Expansions: Seasons, Cats and Dogs, City Living, Get To Work and Get Together. Game Packs: Dine Out, Parenthood, Outdoor Retreat, Spa Day and Vampires. Stuff Packs: Cool Kitchen Stuff, Movie Hangout Stuff and Perfect Patio Stuff.
Steps: How can we find the bug ourselves? I don't think this bug can be found by others because I believe it's just me that has it. But I suppose if you were trying to find this bug all you would have to do is start a game with the Seasons Expansion Pack installed and choose a season to play in. That's what I did and that's how I discovered this possible bug.
What happens when the bug occurs? No matter what season it is in the game I'm playing (I've played every season once to make sure of this) nothing about the seasons change except for subtle things like my beekeeper sims bees hibernate in the winter and the new food/drink stalls for each season and the skating rinks appear around the worlds like they're supposed to. The biggest thing is that the temperature and weather itself do not change. It has been partly cloudy and warm since I started playing Seasons on release day. I couldn't get it to snow or rain in my game without the weather machine, even if I was in Winter or Spring. Before it's asked, no my sims are not in Oasis Springs where you would have to use the weather machine to make it rain or snow. They reside in Newcrest and I could swear I read somewhere that rain and snow are possible in Newcrest without the weather machine. I have no clue why this is happening. Help would be appreciated. Thanks.
What do you expect to see? I expect both the weather and the temperature to change in my game considering that's the main point of this particular expansion pack and also the reason why I bought it, obviously.

Is anyone else having this problem??? I'm really curious if this is only happening to me. I'm pretty sure it isn't mod related because I removed my entire mods folder and still no changes to the weather or temperature.
