What expansions, game packs, and stuff packs do you have installed? All of them.
Steps: How can we find the bug ourselves? Make a child sim or use your current child sim and send them off somewhere. The child's eyes then glows red or blue, sometimes green from the Vampire Pack. Go to CAS and change the eyes back to their natural human color. Get out of CAS when finished and the eyes change but they only change to a different glowy color or stay the same glowy color.
What happens when the bug occurs? The childs eyes glow.
What do you expect to see? I expect to see the natural color they had.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? No
After restarting the game and going back to the save file, the eyes are normal. When child leaves house or for example, my mother sim had a baby and the childs eyes changed while he was at school. It happens when he goes out or when something is added, like the newborn baby sim. Also, sometimes when I go to CAS to change another sims details or clothes and go back to gameplay, the childs eyes change, it's mainly one kid who has this problem but the twin brother has this issue sometimes too. This is sorta like the eyebrow color glitch that was fixed awhile back. Otherwise, no other bugs I've come across.

I don’t think it’s cc related. I took my mods/cc out and it still occurs. My mods are all updated and I haven’t added anything new, still the same mods I use daily. MCC mod hasn’t reported any corruption or broken mods/cc either.

All mods/cc can get broken, not just MCCC. Are you using any cc eyes ?
Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199
You won't loose anything. Just make sure to not delete any files and make a backup.
After renaming, repair your game by right clicking on the game in Origin.
Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.
- Options.ini (or just re-set all your settings manually)
- Tray Folder
- Screenshots/Videos/Custom music
- Rest of the save games (leave out slot_00000001.save which is the autosave and no longer needed - if you still have it)
- Custom content like clothing, hair, skins, make up ....
- Mods (one by one, making sure they all still work)
The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.

I've been having the same issue, just with child sims instead of toddlers. I found which cc file caused the issue, so I thought I'd share it in case anyone is still having an issue.
