You need to run complex games where lots of things are happening at same time and influencing changes in moods etc. If you're playing a new save and trying to find issue there, your two moodlets won't collapse...you need like 8 or 15 moodlets going on at once and have them getting influenced by other sims around you as well as loads of different items that affect mood. THEN you will see the moodlet bar collapse when you try to see what's going on at end of it - when you try to click the very long bar open.
And even this isn't a constant. This is just an issue that happens often and only during lots of chaos. Which complex games will often have.
What seems to be happening is all the chaos, sims, and various buff and debuffs are flipping the moodlets around both in their location on bar and in amount they are getting affected by these other factors.
What needs to be happening is the chaos and moodlet volatility does not affect the ability of this moodlet bar to stay open when clicked.
